Ring Top Pens - Carter's made a large line of ladies pens like this one. They normally came in a set with a matching pencil and housed in a plastic case that is frequently the same material as the pen. These little pens are found in most of the standard Carter's colors as well as a few like this one that is only found on this size. The last of these pens are streamlined.
